RTC to consider Blacklands recommendations

The Regional Transportation Council is scheduled to consider recommendations November 13 for Dallas-Fort Worth’s long-range transportation plan, including how to address growth in the Blacklands Corridor.

 

Staff at the North Central Texas Council of Governments finalized recommendations for the Mobility 2035 – 2014 Amendment last month, proposing to not add the Northeast Gateway toll road to the financially constrained Metropolitan Transportation Plan and associated air quality conformity analysis.

 

Instead, staff recommended the Blacklands facility remain as a corridor for future evaluation, with updated limits, consistent with the NCTCOG feasibility study, which has included technical work and public involvement opportunities during the last 15 months. NCTCOG staff presented the recommendations for the Mobility 2035 – 2014 Amendment to the Surface Transportation Technical Committee on October 24.

 

Initially, staff considered including the Northeast Gateway in the Mobility 2035 – 2014 Amendment. This preliminary recommendation was discussed at a public meeting in Rockwall on September 22, which was attended by more than 1,200 residents, as well as at RTC meetings. Staff delayed asking for RTC action on the recommendations until November to allow more time to review public input.

 

The Blacklands Corridor Feasibility Study is an ongoing assessment of transportation needs in an area from Greenville to Garland. The study area stretches from US Highway 380 in the north to Interstate Highway 30 in the south and includes portions of Collin, Dallas, Hunt, and Rockwall counties. A final report on the study is scheduled to be published in December.
